“No Child Left Behind” o la seducción del discurso

Sumario
El artículo analiza la Ley de Educación Federal conocida como No Child Left Behind aprobada por el Congreso de Estados Unidos en el 2001. Pone énfasis en los discursos que se han articulado alrededor de la ley y las fuerzas políticas que han impulsado este tipo de reforma educativa. La tesis central es que los discursos que se desprenden de la Ley, en su conjunto, privilegian las políticas impulsadas por sectores conservadores de la sociedad norteamericana. Entre los temas que se encuentran de manera explicita o implícita en la Ley que se discuten en el articulo están: maestros de alta calidad, “accountability”, avalúo, estandarización de la educación, progreso anual adecuado, participación de padres y madres, religión, educación cívica, educación del carácter, escuelas para un solo sexo, militarismo e investigación con base científica. Se plantea la necesidad de examinar estos temas, sus orígenes y su relación con políticas nacionales y globales.

Abstract
This article focuses on the discourses that sorround the Federal Law No Child Left Behind approved by the US Congress in 2001. It studies the political forces that have came together in this type of educational reform. The main thesis is that this Law articulates discourses that, analyzed in their connection with other discourses, favors de educational policies sponsored by conservatives. Among the topics discussed are: hight quality teachers, accountability, assessment, standarization of education, annual yearly progress, parents participation, religion, civic education, education for the development of character, schools for one gender, militarism and, scientifically based research. It argues for the need to study the origins of this policies and its relation with national and global policies.
